A passenger make five trains late.

2011/10/15 about 16:15 in Nagoya.
A conductor made contact with JR.
He said, "passengers had quarrel."
I understand, a passenger noticed  a mother and her son were standing.
He said, "Please give them your seat."
But, nobody give their seats.
So, he got angry.

May be,he is kind, therefore he said these words.
But, I think there are right way to ask.
